The Ocean Affairs Council hereby announces the open call for student research project proposals from universities and colleges for the academic year 115, from this date until November 28th, 2025.

The Ocean Affairs Council invites submissions for student research projects from universities and colleges for the academic year 115, with the following details:

1. The projects shall be conducted in accordance with the Guidelines for the Ocean Affairs Council’s Subsidy of Student Research Projects at Universities and Colleges. Applicants are advised to thoroughly review these guidelines.

2. Details regarding the application for funding are as follows:

(1) Eligible applicants: Domestic public and private universities and colleges approved by the Ministry of Education. The qualifications for student proposers and their advising professors are as follows:

1. Students: Enrolled students at public or private universities and colleges (excluding part-time master’s or doctoral programs for working professionals), who have secured a commitment from an advising professor to supervise the research.

2. Advising Professors: Full-time faculty members at the rank of Assistant Professor or above within the applicant institution.

3. Both students and advising professors must meet the above qualifications and must not have spousal or consanguineous or affinal relationships within the third degree. They must also belong to the same institution.

(2) Funding categories:

1. Research stipend: Each approved project will receive a grant of NT$50,000 for the student proposer.

2. Expenses for consumables, materials, books, and miscellaneous items: The requested amount per project shall not exceed NT$50,000. The Council reserves the right to approve funding amounts based on the nature and needs of the project.

3. Administrative fees: Costs incurred by the institution in managing the research project shall be centrally allocated by the institution and must comply with relevant government regulations. A fixed amount of NT$5,000 per project is allocated.

(3) Research focus: Projects related to marine studies that align with the Council’s key thematic areas for marine research funding in the current year will be given priority.

3. To ensure compliance with Article 14 of the Act on Recusal of Public Servants Due to Conflicts of Interest regarding identity disclosure, your institution is requested to submit, along with the application materials, a declaration from the institution and each funded student affirming no violation of the Act, proactively disclosing any public servant or related identities.

4. The submission deadline for our institution is 5:00 PM on November 24th, 2025.
