教育部為加強防制「新型態電子煙彈（含依托咪酯）」及「毒品危害」宣導，請協助宣導事宜。
一、 近期新興毒品常偽裝為電子煙彈（如摻入「依托咪酯」，俗稱喪屍煙彈），對青少年身心健康危害甚鉅，吸食後可能衍生交通事故等公共安全風險，亟需加強宣導防範。
二、 依托咪酯已列一級毒品，製造販運最重處死刑；持有電子煙罰 3 到 5 萬元，毒駕將吊銷駕照，同車乘客最高罰 1 萬 5 千元。拒絕毒害，健康隨行。
三、為阻絕毒品危害並提升各級學校及社會大眾對新型態電子煙及毒品危害之認識，並深化反毒及法治教育，請各單位自即日起，積極運用權管場域內之電子看板、跑馬燈字幕機、無聲廣播系統、電視牆或機關（學校）官方網站等多元管道，以高密度方式輪播本部核定之宣導文字及圖片（如附件），並鼓勵結合校內活動、課程或相關宣導措施，加強宣導效益。
The Ministry of Education, in its effort to intensify the prevention and control of "new types of electronic cigarette pods (including etomidate)" and the "hazards of narcotics," kindly requests your assistance in disseminating this information.
1. Recently, emerging narcotics have frequently been disguised as electronic cigarette pods (such as those laced with "etomidate," colloquially known as zombie pods), posing severe threats to the physical and mental well-being of youth. Consumption may also lead to public safety hazards, including traffic accidents, necessitating urgent and enhanced preventive education.
2. Etomidate is classified as a Schedule I narcotic, with manufacturing and trafficking punishable by the death penalty. Possession of electronic cigarettes incurs fines ranging from NT$30,000 to NT$50,000. Driving under the influence of narcotics results in license revocation, and passengers in the same vehicle face fines up to NT$15,000. Reject narcotics; embrace health.
3. To eradicate the harm caused by narcotics and to elevate awareness among schools at all levels and the general public regarding the dangers of new types of electronic cigarettes and narcotics, as well as to deepen anti-drug and legal education, all units are hereby requested, effective immediately, to actively utilize diverse channels within their jurisdiction—such as electronic billboards, marquee displays, silent broadcast systems, video walls, or official institutional (school) websites—to broadcast the Ministry-approved promotional texts and images (as attached) with high frequency. Furthermore, integration with on-campus activities, curricula, or related promotional measures is encouraged to amplify the effectiveness of the campaign.
